Filters whether or not a given user has at least one expired membership.
Parameters:
$has_expired_membership (bool) – True if the user has at least one expired membership. False otherwise.
$user_id (int) – ID of the user account being checked.
$customer (RCP_Customer|false) – Customer object if available, false if there isn’t one.
