Whether or not the signup fee should be applied to the current registration.
Parameters:
$add_signup_fee (bool) – Whether or not the signup fee should be applied. By default, this is true if the registration is a renewal. Otherwise, it’s false.
$membership (object) – Membership level row from the database.
$registration (RCP_Registration) – Registration object.
